This is Veronica liwanensis, or Turkish Speedwell. A neighbor gave me a handful about five years ago, and it has spread to cover an area of about 5 square feet. I’d use it with great care in a designed garden, because it is vigorous and likes to spread — but it also is easily pulled up, and when it’s not blooming makes a neat green mat of leaves.
